规范命题与识别入口
《友好关系宣言》确认人民得在无外来干涉下自由决定政治地位，并列举独立、自由联合、融入或其他自由决定政治地位等实现方式；同一文本又保留符合平等权利和自决原则且代表全体人民的主权独立国家之领土完整和政治统一。它不自行裁定特定群体是否构成人民、何时可主张外部自决或补救性分离。
